(Type 03) I/O Fault
(Code 23) At least one required connection not established before going into RUN mode.

Check your chasis configuration in the IO tree and on the Physical PLC. Probably, there is a mismatch or some modules are not connected properly or not communicating.
It could happen if the "End Cover" is not inserted properly or not inserted at all.
